Decision:

(1)  Subject to (2) below, the schemes listed at Appendix A to Report ES18011 form the next phase of the Council’s investment programme of planned highway maintenance for 2017/19 to be undertaken by the Council’s existing highway term maintenance contractors.

 

(2)  Where any footway work at (1) above cannot be completed by the end of June 2018 further carriageway work should be implemented to achieve best value under rates offered by the current contracts, while retaining a minimum spend on footways of £2.4m (20% of £11.8m capital budget) – any outstanding footway work being completed under the new highways contracts from June 2018.

 

(3)  As much work as possible under the investment programme (including Phase 5 and any further works) be undertaken before the start of the new highways contracts.

Reasons for the decision:

Following works under Phases 1 to 3 of the Council’s £11.8m capital investment in planned highway maintenance, Report ES18011 presents schemes of planned carriageway and footway maintenance under Phase 4 of the investment programme - the schemes being considered highest priorities from the latest condition survey.

 

The works will be progressed although where it is not possible to complete any footway work by the end of June 2018 further carriageway work should be implemented to achieve best value under rates offered by the current contracts, while retaining a minimum spend on footways of £2.4m (20% of £11.8m capital budget). Any outstanding footway work not completed under the current contracts will be completed under the new highways contracts from June 2018.

 

A list of Phase 5 carriageway/footway schemes is also being compiled and it is intended to complete as much of the investment work as possible under the present contracts. Improving the condition of the borough’s non-principal and unclassified roads and footways will reduce reactive maintenance and enable annual revenue savings of £2.5m, totalling £12.5m over a five year period from 2017/18 (partly offset by an estimated £167k reduction in treasury management income over the period).
