PERMISSION

Description of application – Refurbishment and extension of public house including extension, roof garden and upgraded facilities comprising a two storey upper level extension over the existing pub building and a three storey extension to the western side of the building turning the street side corner adjacent to No.3 Church Road.

Oral representations in support of the application were received.  Oral representations from Ward Member Councillor Angela Wilkins in support of the application were also received at the meeting.

Members having considered the report, objections and representations, RESOLVED that PERMISSION BE GRANTED as recommended, subject to the conditions and informatives set out in the report of the Chief Planner with Condition 18 amended to read:-

’18(a)  Details of arrangements for storage of refuse and recyclable materials (including means of enclosure for the area concerned where necessary) shall be submitted to and approved in writing by the Local Planning Authority prior to construction of any above ground works.

(b)  The arrangements as approved under part (a) shall be completed before any part of the development hereby permitted is first occupied and permanently retained thereafter.

Reason: In order to comply with Policy 37 of the Bromley Local Plan and in order to provide adequate refuse storage facilities in a location which is acceptable from the residential and visual amenity aspects.’

The following condition was also added:-

22  The extensions hereby approved shall only be used in connection with the existing use as a Public House (Use Class A4) and for no other purpose.  There shall be no change of use whether allowed by the Town and Country Planning (Use Classes) Order 1987, the Town and County Planning (General Permitted Development) (England) Order 2015 or any Order amending, revoking and re-enacting these Orders.

Reason: In order to comply with Policy 37 of the Bromley Local Plan and in order that the Council can consider any proposed change of use with regard to current planning policies to prevent any inappropriate use or impact to the amenities of local residents.
