The application was amended by documents received on 21 August 2018 which took into account the boundary issues raised by the owner of 72 Lubbock Road.

 

Members were advised that the application incorporated a new vehicular access and a second turning area at the opposite end of the site.  Having assessed the plans, the Highways Officer was satisfied that the parking and access arrangements could be implemented.

Reason: In the interest of the amenities of nearby residential properties and to prevent an overdevelopment of the site and to accord with Policies BE1 and H8 of the Unitary Development Plan (2006).

1  The proposal would, by reason of the scale and siting of the proposed extensions and front dormers, appear as a bulky and incongruous form of development which would be out of character with the street scene and lacking adequate side space, harmful to the character of the Petts Wood Area of Special Residential Character and contrary to Policies BE1, H8, H10 and H9 of the Unitary Development Plan (2006), Policies 8 and 44 of the Draft Local Plan (2016) and Policies 7.4 and 7.6 of the London Plan (2016).

Comments from Ward Member Councillor Suraj Sharma in support of the application were reported and circulated to Members. Following discussions, the applicant had agreed to alter the elevation on the ground floor flank, which backed onto the garden fence of No. 5, to soften the brick façade.
