Apologies for absence were received from Councillors Mary Cooke, Ellie Harmer, David Jefferys, Diane Smith and Michael Turner. Councillor William Huntington-Thresher substituted for Councillor Ellie Harmer.  Apologies for arriving late were received from Councillor Kathy Bance.

The report provided an update on the investment “pooling options” available to the Council for its Pension Fund; the Government required Councils to commit to joining one of the schemes available by 15th July 2016. The report had been considered by the Pensions Investment Sub-Committee on 19th May and the Sub-Committee had supported the recommendation that the Council join the London Collective Investment Vehicle (CIV.) The Sub-Committee had also agreed an additional resolution authorising officers to provide a formal recommendation to the Council on 4th July 2016 following completion of specific legal and technical processes. 

 

RESOLVED that

 

(1) Council be recommended to agree that the Council joins the London CIV.

 

(2) Officers be authorised to provide the formal recommendation to Council on 4th July 2016 to join the London CIV following completion of specific legal and technical processes.

The Committee was requested to consider the appointment of Council representatives to serve on outside bodies and partnerships for 2016/17. For the majority of appointments the nominations matched the positions available, but in a few cases there were too many nominations. There was a vacancy left for one of two appointments to Community Links Bromley.

 

RESOLVED that the nominations set out in Appendix 1 to these minutes be approved, including the following –

 

Councillors William Huntington-Thresher and Lydia Buttinger be appointed as deputies to Councillor Colin Smith on the London Councils Transport and Environment Committee.

 

Councillor Peter Morgan be appointed as London Councils Lead Member for Housing (Strategic Planning).

 

Councillors Judi Ellis and Peter Fortune be appointed as representatives for Bromley Y.

 

Councillor Chris Pierce be re-appointed as the representative on the Affinity Sutton Group London and East Regional Scrutiny Board.

 

Councillors Alan Collins, Ellie Harmer and Alexa Michael be appointed as representatives on Bromley Arts Council.

 

(Note: Councillor Kim Botting offered to consider serving on Bromley Arts Council, but decided not to in view of her other commitments.)

AUDIT SUB-COMMITTEE: MINUTES OF THE MEETING HELD ON 5th APRIL 2016, EXCLUDING EXEMPT INFORMATION pdf icon PDF 214 KB

Minutes:

The minutes of the meeting of the Audit Sub-Committee held on 22nd March 2016 (excluding exempt information) were received.

 

With regard to minute 30 (Internal Audit Progress Report), Councillor David Livett asked what action the Council was taking to collect the outstanding money referred to in the Audit of Rent Arrears in Temporary Accommodation. Councillor Kathy Bance asked whether the arrears were related to housing benefit payments.

 

With regard to minutes 30 (Internal Audit Progress Report) and 31 (Annual Internal Audit Plan 2016/17) Councillor David Livett pointed out that the minutes stated that two part time posts would be deleted, and the money used to buy-in services from LB Wandsworth would be withdrawn, but the audit coverage for 2016/17 would only drop from 830 days to 811 days.

 

Councillor Alan Collins offered to raise both issues with the Chairman of the Audit Sub-Committee.
