Oral representations in support of the application were received at the meeting.  An email on behalf of Bromley Cyclists had been received and circulated to Members. The Chief Planner’s representative referred to the history of the site and reported Highway Division’s revised comments and the required amendment to Condition 11.

 

Ward Member, Councillor Kate Lymer, spoke in objection to the application.  Councillor Lymer’s comments are attached as ‘Minute Annex’ to these Minutes.

 

Councillors Michael Turner and Lydia Buttinger regretted the application could not be considered on education grounds and stressed the importance of the Traffic Plan.

 

Members having considered the report, objections and representations, RESOLVED that PERMISSION be GRANTED as recommended, subject to the conditions set out in the report of the Chief Planner with an amendment to Condition 11.

“11.  Prior to demolition, details of the proposed vehicular entrance and exit arrangements, including traffic flows within the site, shall be submitted to and approved in writing by the Local Planning Authority.

Reason: In order to comply with Policy T18 of the Unitary Development Plan and in the interest of pedestrian and vehicular safety.

Members having considered the report and objections, RESOLVED that PERMISSION BE REFUSED for the following reason:-

1.  The proposal does not comply with the Council's requirement for a minimum one metre side space to be maintained to the flank boundary in respect of two storey development in the absence of which the extension would constitute a cramped form of development, out of character with the street scene, conducive to a retrograde lowering of the spatial standards to which the area is at present developed and contrary to Policy H9 of the Unitary Development Plan.
