PERMISSION

Description of application – Change of use of Nursery House from single family dwelling to a children’s day nursery (use Class D1) for up to 83 children (ages 3m to 5 yrs), two storey rear extension, conversion of garage in to store, kitchen, staff room and soft play area together with associated access works.

Oral representations in support of the application were received at the meeting.

The Planning Officer advised Members that approval of the application would be subject to consultation with the London Borough of Bexley via delegated powers to Planning Officers.

The Planning Officer advised that additional wording should be added to the Travel Plan.

A site location plan was circulated to Members.

Members having considered the report and representations, RESOLVED that PERMISSION BE GRANTED as recommended, subject to consultation with the London Borough of Bexley and subject to the conditions set out in the report of the Chief Planner with condition 7 amended to read:-

‘7  Prior to the commencement of the use hereby permitted, a Travel Plan shall be submitted to and approved in writing by the Local Planning Authority.  The Plan should include measures to promote and encourage the use of alternative modes of transport to the car and details of the management of the access drive.  It shall also include a timetable for the implementation of the proposed measures and details of the mechanisms for implementation.  The Travel Plan shall be implemented in accordance with the agreed timescale and details.

Reason:  In order to ensure appropriate management of transport implications of the development and to accord with policy T2 of the Unitary Development Plan.’

PERMISSION was also subject to the outcome of consultation response from the London Borough of Bexley (LB Bexley).  Should LB Bexley raise no objection, delegated powers have been authorised to determine the application.  In the event that LB Bexley do raise objections, a revised report would be referred back to Committee.
