Description of application - Change of use from Class A2 (Financial and Professional services) to Class A3 (Restaurants and Cafes) with internal seating area, shopfront, ventilation ducting and extraction system at the rear.

 

Oral representations in objection to and in support of the application were received.  Oral representations from Ward Member, Councillor Charles Joel, in support of the application were received at the meeting; he also spoke on behalf of his fellow Ward Members. Supplementary information and photographs had been received from the applicant and circulated to Members.

 

Serious allegations had been made by the objector to the Council and the Chairman advised Members that these were under thorough investigation but that the application should be considered on its merits as set out in the Chief Planner’s report.

 

Members having considered the report, objections and representations, RESOLVED that PERMISSION be GRANTED as recommended, subject to the conditions and informatives set out in the report of the Chief Planner with an amendment to Condition 5 and a further condition to read:-

“5.  Customers shall not be admitted to the premises before 10:00 hours and shall have left the premises by 23:00 hours Monday to Saturday, and all customers shall not be admitted before 10:00 hours and shall have left the premises by 22:00 hours on Sundays and Bank Holidays.

REASON: In order to comply with Policy 98 of the Bromley Local Plan and in the interest of the amenities of nearby residential properties.

8.  An electric vehicle charging point shall be provided for the rear parking space before the commencement of the use of the land or building hereby permitted and shall thereafter be kept available for such use.

REASON: To encourage sustainable modes of transport in accordance with Policy 6.13 of the London Plan.”
