That the actual prudential indicators within the report be approved.

That the publication of the revised Treasury Management and Prudential Codes be noted, with formal adoption required in 2023/24.

That a variation of up to £150k to the Namos contract be agreed for the implementation of Oracle Fusion for Finance and Procurement functions as detailed in paragraph 3.3.4 of Report FSD22046.

That the final one-year extension to the current agreement with Royal Borough of Kingston be approved, resulting in an amended contract expiration date of 31 March 2024.

That the School Condition Allocation of £383k from the Department for Education to support the capital maintenance of community and foundation schools within Bromley during 2022/23 be noted.

The allocation of £466k of Salix Public Sector Decarbonisation Scheme Phase 3 funding to the Local Authority for 2022/23 be noted.

The proposed expenditure of £982k capital funding allocation to the six remaining Community and Foundation schools as set out in Report CEF22034 be authorised.

The maintenance works be procured either through open procurement or via the Council’s in-house Corporate Property Team. The Council may also on occasion delegate funds to schools to deliver capital works.

Authority be delegated to the Director of Education to authorise the allocation of the £383k School Condition Allocation received for 2022/23.

The report seeks approval to extend the contract for the early years funding system for a period of 2 years.

That an extension of the contract with Sentinel Partners Ltd for the provision of the online early years funding solution for a period of 2 years from 31 July 2022 to 30 July 2024 at an annual value of £26,200 (Total value £52,400) be approved.

That the provisional outturn position for the Children, Education and Families Portfolio for the 2021/22 financial year be endorsed.

The recommendation of the More Homes LLP Board to dispose of the property Cobb House (known as Hillside) be agreed.

Authority be delegated to the Director of Housing, Planning and Regeneration and the Head of Finance ASC, Health and Housing in consultation with the Assistant Director of Strategic Property to complete the negotiations and sale of the property.

That the final outturn position for the Renewal, Recreation and Housing Portfolio for the 2021/22 financial year be endorsed.

The headline BID levy rules and emerging key priorities of the Penge SE20 BID for its 5-year term be noted.

Authority be delegated to the Director of Housing, Planning and Regeneration that:

·  Upon being notified that the BID proposer wishes to put proposals for a Renewal BID to a ballot, to review the final version of the BID Renewal Proposal which is expected to be delivered to the Authority by 31 August 2022; and,

·  Upon being satisfied that the BID Renewal Proposal has been submitted in accordance with Business Improvement Districts (England) Regulations 2004 (Regulations) and does not conflict with any of the Council’s priorities and plans, and that its geographic scope is within the boundaries of the London Boroughs scope and is within the boundaries of the London Borough of Bromley, to instruct the Ballot Holder to hold the BID ballot on 13 October 2022, in accordance with the regulations.

Authority be delegated to the Director for Housing, Planning and Regeneration that upon review of the final version of the BID Proposal, to vote on behalf of the Council for eligible Council-occupied hereditaments which fall within the proposed BID area.

Update on the Performance of Bromley Libraries over the last six month covering the period from July 2021-December 2021

The performance of the service provider since the last report on service performance was presented in November 2021 be noted.

The temporary Library Service opening hours introduced for the COVID-19 period be made permanent as set out in Paragraphs 3.23-3.27 and Appendix 2 of Report HPR2022/021
