Decision:

(1)  The schemes listed at Appendix ‘A’ to Report ES18020 form the next phase of the Council’s investment programme of planned highway maintenance for 2017/19 (including Lansdowne Avenue, Orpington, and Morley Close, Orpington).

 

(2)  The reduction in TfL funding for maintenance of the Borough Principal Road Network is noted.

Reasons for the decision:

Following the progression of works related to Phases 1 to 4 of the Council’s £11.8m capital investment in planned highway maintenance, Report ES18020 presents schemes for the project’s final phase (Phase 5) estimated to cost £1.6m – the schemes being considered the highest priorities from the latest condition survey (N.B. since publication of the report, Lansdowne Avenue, Orpington, and Morley Close, Orpington, have been added to the list of Phase 5 schemes).

 

Although London boroughs as Highway Authorities maintain the Borough Principal Road Network (BPRN), planned maintenance of the network is funded by Transport for London (TfL) who recently notified boroughs that investment in proactive planned renewals on the BPRN and TfL Road Network (TLRN) will pause from 2018/19 to 2019/20. The investment project has improved the condition of non-principal and unclassified roads but future planned maintenance is paused until 2022/23 as part of the project’s business case. With the condition of the network deteriorating in future and demand increasing for reactive repairs, BPRN maintenance will be limited to reactive works/localised patching until planned maintenance funding is again available.
