Basic Need Programme Update Report 5

Decision Maker: Portfolio Holder for Children, Education and Families

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Purpose:

Part 1

Decision:

That the updated list of schools to be included within the Basic Need Capital Programme 2012-13 be approved.

That the procurement of schemes within the Basic Need Programme through traditional procurement, the Lewisham Modular Buildings Framework or through the devolution of Basic Need Capital Grant to schools be agreed.

That, where appropriate, the Executive Director of Education and Care Services be authorised to submit planning applications at the appropriate time in respect of the list of schemes.

Reasons for the decision:

The Basic Need Programme is funded by the Basic Need Capital Grant that is provided by Central Government and can be spent on any publicly funded school to support the provision of school places.

On 13th September 2012, the Portfolio Holder for Education agreed a list of priority schemes for addressing the estimated increase in the number of reception age pupils from September 2013.  To meet this demand, ‘bulge years’ are planned at existing local schools to provide the required pupil places, which will be delivered through a combination of modular build and internal refurbishment.

The updated Basic Need Programme has an estimated expenditure of £9,765,943.
