Disabled Parking Bays & White Bar Markings

Decision Maker: Portfolio Holder for Environment and Community Services

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Decision:

(1) Effective 1st April 2015, a new application process will be introduced for residents requesting a Disabled Person Parking Bay, with a fee of £80 per year charged to each resident having such a bay installed outside of their home.

(2) From 1st April 2015, the £80 per year fee above will also apply to residents with an existing Disabled Person Parking Bay to cover the cost of enforcement.

(3) From 1st April 2015, any resident residing within a Controlled Parking Zone with a Disabled Person Parking Bay installed at their request is to be issued with a book of visitor vouchers per annum, free of charge.

(4) Effective immediately, a fee of £50 be charged to each resident applying for a white bar marking outside of their property.

Reasons for the decision:

Disabled Person Parking Bays

To cover costs, an annual permit for a Disabled Person Parking Bay will be charged at £80 per annum from 1st April 2015.

An application process (and annual renewal process) for a Disabled Person Parking Bay will ensure an improved information record for each bay and help to ensure that use of such bays is reviewed annually.

Disability groups and other key stakeholders will be consulted in advance of the scheme becoming operational.

White Bar Markings

An increased number of requests have resulted in a large number of white bar markings being installed borough-wide. The cost of the service in both officer time and implementing the markings is rising. Records are also limited on where markings have been implemented and the reasons for them.

A set of criteria will be used for approving applications, enabling a consistent approach borough-wide.
