Decision:

(1)  The proposed congestion relief scheme previously set out in Report ES13094 and shown on drawing ESD/11473-01 is approved.

 

(2)  The decision on final scheme design is delegated to the Executive Director of Environment and Community Services, following consultation with Ward Councillors and the Environment Portfolio Holder.

 

(3)  Implementation of the scheme be delayed until the Cherry Lodge development is completed.

 

(4)  Officers consider measures to help reduce speeds through Keston Village and improve road safety.

 

(5)  TfL continue to be lobbied on measures to improve the Keston Mark junction. 

 

Reasons for the decision:

Consultation on the congestion relief scheme at the junction of Heathfield Road with Westerham Road concluded at the end of September 2014, with a clear majority of respondents supporting the scheme.

 

The scheme is low cost for a full sized roundabout and will help address congestion. It will also help reduce the number of speed related personal injury collisions along Westerham Road.

 

To prevent any increase in Heavy Goods Vehicles travelling along Heathfield Road, the scheme will be implemented following completion of the Cherry Lodge development in Darwin Ward.

 

Taking account of views from Keston Villagers on safety related measures for Heathfield Road and the nearby Primary School, measures will be considered separately to reduce traffic speeds through Keston Village. Additionally, officers will continue to lobby TfL for improvements at the Keston Mark junction.
