FORMAL CONSULTATION ON OUTLINE SERVICE PROPOSALS AND PROCUREMENT STRATEGY - INSURANCE RENEWALS 2016/17

Decision Maker: Portfolio Holder for Resources, Commissioning and Contracts Management

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Decision:

(1) That tender action be taken through the Crown Commercial Services Framework for all Council insurances with the exception of casualty.

(2) That an extension of two years (from 1st May 2017 to 30th April 2019) to the long-term agreement in place with ZM for casualty insurance be approved.

Reasons for the decision:

The Council’s casualty insurance (comprising public liability, employer’s liability, officials’ indemnity and professional indemnity) was tendered in 2014 and a contract was awarded to Zurich Municipal (ZM) from 17th June 2014 for a three year long term agreement with an option to extend for a further two years. All other insurance policies (property, motor, fidelity guarantee, personal accident, school journey, minibuses, engineering, shops blanket and mortgaged properties) were due to expire on 30th April 2016. By extending the casualty insurance for the optional two years and using the Crown Commercial Services Framework for all other insurances the Council will ensure that all its insurances can be packaged together and retendered from 1st May 2019, possibly as a joint tender with the Royal Borough of Greenwich.
