National Child Measurement Programme Update

Decision Maker: Portfolio Holder for Adult Care and Health

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Decision:

That Option 3 which proposes to procure the National Child Measurement Programme and Vision Screening as a standalone service be agreed as the best option for procurement.

That a contract be procured for the National Child Measurement Programme and Vision Screening as a standalone service to commence on 1st October 2017.

Reasons for the decision:

The National Child Measurement Programme is a mandated programme measuring height and weight in Reception year and Year 6 in all children in Bromley in maintained schools and academies, and is currently delivered by Bromley Healthcare via a joint block contract with the Bromley Clinical Commissioning Group which will end on 30th September 2017.

All children in Reception year also have their vision screened by members of the School Nurse Team who have been trained by Orthoptists from the Princess Royal University Hospital Eye Centre with the existing contract for this service due to end on 31st March 2017.

In considering the proposed future procurement strategy for the National Child Measurement Programme and Vision Screening, three options have been explored.  As the joint block contract with Bromley Healthcare ends in September 2017 it will not be possible to recommission this service, and it is recommended that Option 3 which proposes to procure the National Child Measurement Programme and Vision Screening as a standalone service be progressed.
