Decision details

Corporation of London Veterinary Service for animal health & welfare

Decision Maker: Portfolio Holder for Public Protection and Enforcement

Decision status: For Determination

Is Key decision?: No

Is subject to call in?: Yes

Purpose:

To seek agreement to treat the commissioning of this service as being Public to Public and agree a period for the provision of the service

Decision:

The Portfolio Holder for Public Protection and Safety agreed to the contract with the City of London Veterinary Service to be exempt from the formal tender process for the reasons set out in the report.

The Portfolio Holder agreed to continue to use the services currently provided by the City of London Veterinary Service under a formal arrangement for a period of three years. The contract incorporated the option to be extended for a further two years, with the decision to exercise this option delegated to the Executive Director of Environment and Community Services under the Corporate Procurement Rules.

Reasons for the decision:

The Gate Zero report relating to the Animal Health and Welfare Service outlined the statutory obligations of the Council pertaining to animal health and welfare and how all of these obligations were being met under the current service agreement with the City of London Veterinary Service.

The report explained why it was not considered economical or necessary to go out to the market through a tender exercise.
