Reasons for the decision:

The Council currently has an insurance shared services agreement in place with the Royal Borough of Greenwich, which expires on 31st March 2020.  A review of the alternative provisions for insurance shared services has been undertaken and various options are outlined in the report with further information contained in the Part 2 report.
