Purpose:

The purpose of the Part 1 report is to seek approval for the design and implementation of traffic safety improvements to the crossroads junction of Bromley Road, Scotts Lane and Downs Bridge Road

Decision:

The Portfolio Holder for Environment and Community Services made the following decisions:

 

1)  The Portfolio Holder agreed that the project design should move forward and that the option to be implemented would be ‘option 1’,  which was the option to install a mini roundabout with a zebra crossing and tegular paving. 

 

2)  The 227 bus stop should be relocated after consultation with TfL.

 

3)  The costs of the scheme should be met from TfL funding from the liveable neighbourhood transport scheme.

 

4)  The Portfolio Holder agreed that delegated authority with respect to design amendments be granted to the Director of Environment and Public Protection, in consultation with the Portfolio Holder.

 

 

Reasons for the decision:

The proposed changes support the Portfolio Plan objective to implement road safety measures by targeting road safety remedial schemes at casualty cluster sites. In the 60 months up to June 2020, 14 injury incidents, 1 of which was serious, between motorists were recorded at this junction. Half of these were identified as being caused by motorists pulling out of Scotts Lane or Downs Bridge Road and misjudging the speed of approaching vehicles on Bromley Road. There is a desire to reduce excess traffic speeds of vehicles travelling east on Bromley Road into the residential area of Shortlands. The first year rate of return for the proposed changes is 52% cost benefit of saved casualties.

 

The proposed changes to the crossroads junction and the introduction of a zebra crossing support the Council’s objectives as set out in Building a Better Bromley by:

 

·  Improving the quality of the environment

·  Supporting children and young people

·  Improving safety and health in Bromley

 

The proposed improvements also support the objectives of the Bromley Third Implementation Plan 2019 which identifies the Shortlands Liveable Neighbourhood as a Borough objective.
