That authority be delegated to the Director for Housing, Planning, Property and Regeneration that upon review of the final version of the BID Proposal, to vote on behalf of the Council for eligible Council-occupied hereditaments which fall within the proposed BID area.

That the potential for additional costs to the Council in the event of a no vote be noted, with a further report setting out options to be submitted for Members’ consideration in that event.

Reasons for the decision:

The Beckenham Together Business Improvement District (BID) was established in 2018 for a 5-year term to end on 31 March 2023.  A recent survey of the business community indicated that 80% of businesses within the BID area were satisfied or very satisfied with the BID and it is proposed that the BID be renewed for a further 5-year term to run from 1 April 2023 to 31 March 2028.  The Beckenham BID Board intends to issue notice of its intention to hold a ballot to the Secretary of State (as required by BID regulations 84 days before the scheduled ballot) on 1 December 2022. The Board also plans to consult with levy payers in preparation for the ballot to be held on 23 February 2023.
