Decision:

The Portfolio Holder for Sustainability, Green Services and Open Spaces approved the proposal to trial sustainable planting in the 10 sites identified in appendix 1 of the report.

 

The Portfolio Holder approved the allocation of £75k from the Invest to Save Earmarked Reserve for the upfront costs associated with establishing regenerative planting. This would realise an annual saving of £29k from a variation to the management regime applied to the 10 sites under the contract with Idverde for park management and grounds maintenance.

The Portfolio Holder approved the variation of the Idverde contract of £75k as a one off cost to cover the purchase, preparation, and installation of the regenerative planting schemes of the 10 trial sites.

 

Reasons for the decision:

The Portfolio Holder made her decision for the following reasons:

 

The proposal for sustainable planting supports the Council's corporate strategy of  ‘Making Bromley Even Better’, specifically in relation to ambition 4 for residents to live responsibly and prosper in a safe, clean and green environment, great for today and for a sustainable future. The decision supported the Council's objectives for a clean and green environment and for a carbon neutral environment.

 

The proposal would result in an annual saving to be realised after year 3. Resultantly, the trial has  the potential to contribute towards ambition 5 which is to manage the Council’s resources well, providing value for money and efficient and effective services for Bromley residents.

 

The sustainable planting proposal would also support the delivery of the Open Space Strategy, specifically objective 2.1 which is in respect of natural, cultural and historical assets and would encourage ecological resilience through the adoption of management regimes that support biodiversity, ecology and sustainability across the Portfolio.
