That it be agreed to proceed to procurement for a consultancy team to scope the Libraries Works Programme and prepare the required documents for the subsequent works tender at an estimated contract value of £860k.

That the planned recruitment of a temporary two-year Project Manager to oversee the works programme at an estimated cost of £125k be noted.

The Local Authority has a statutory duty to provide a comprehensive and efficient library service for all people under the Public Libraries and Museums Act 1964.  It is incumbent on the Local Authority to ensure that the buildings which provide these services are in a good state of repair and comply with all Health and Safety legislation.
