DECLARATIONS OF INTEREST Decision: ITEM 4.2 – ALL MEMBERS; NON-PECUNIARY INTEREST Minutes: All Members declared an interest in Item 4.2 as the applicant was known to them as a fellow Councillor. For reasons of transparency, Councillor Fawthrop suggested that in future, the Chairman of the Standards Committee be invited to observe proceedings in a bid to assure the watching public that a fellow Councillor’s application is considered in a legitimate, honest, and open manner. |

Oral representations in support of the application were received. Oral representations from Ward Member Councillor Yvonne Bear in objection to the application were received at the meeting.
It was reported that further objections, similar to those already contained in the report, had been received.
Members having considered the report, objections and representations, RESOLVED that ADVERTISING CONSENT be GRANTED as recommended, subject to the conditions set out in the report of the Assistant Director, Planning with conditions 8 and 9 amended to read:-
‘8. The signs should only be illuminated for a maximum of half an hour before opening and half an hour after closing, but should not be illuminated before 07.00am or after 23.00pm Monday to Saturday and before 07:00am or after 22:00pm on Sundays.
Reason: In order to comply with Policy 102 of the Bromley Local Plan and to ensure that excessive brightness of illumination does not detract from the amenities of the area.
9. Proposed roundel sign to the south side elevation facing Meadow View (sign 13) should not be illuminated at any time.
Reason: In order to comply with Policy 102 of the Bromley Local Plan and to protect the amenities of neighbouring residents.’
The following condition was also added:-
11. When the unit is closed to the public the signs should not be illuminated (with the exception of 30 minutes before and 30 minutes after opening or shutting).
