Committee Member and Ward Member Councillor Turner objected to the application on the grounds that the proposal would cause major traffic congestion and parking issues.  He also objected on the grounds that the proposal was an inappropriate over-development, out-of-character with adjacent buildings and would overlook neighbouring properties.

 

Councillor Fawthrop  referred to the local knowledge of Ward Councillors as an important element to be relied upon during consideration of planning applications.

 

Members having considered the report, objections and representations, RESOLVED that PERMISSION BE REFUSED for the following reason:-

 

1  The proposal would result in an unacceptable over-intensification of the use of the site, would be lacking in adequate off-street parking to meet the needs of the development, would be detrimental to the residential amenities of neighbouring properties and would be uncharacteristic of the prevailing pattern of development in the immediate locality, resulting from the formation of a terrace of dwellings, thereby contrary to Policies BE1, T3, H7 and H11 of the Unitary Development Plan, Policies 37, 30, 4 and 9 of the draft Local Plan and Policies 7.4 and 7.6 of the London Plan.
