Declarations of Interest

Decision:

Councillor Carole Hubbard declared a personal interest in respect of item 12 as a Trustee of Age Concern Bromley and an employee of Bromley PCT. 

 

Councillor Martin Curry declared a personal interest as the Council’s representative on Broomleigh Housing Association.

 

Councillor Simon Fawthrop declared a personal interest as his wife worked for the Adult Education service.

Decision:

There were none.

Oral questions from Members of the Council where notice has been given.

Decision:

Fourteen oral questions had been submitted but one was withdrawn prior to the meeting.

Decision:

There were 15 written questions which had been circulated.

7.

To consider any statements that may be made by the Leader of the Council, Portfolio Holders or Chairmen of Committees.

Decision:

Three Statements were made:

a)  Leader of the Council – end of year statement.

b)  The Portfolio Holder for Renewal and Recreation made a general updating statement on the work of his Portfolio.

c)  The Portfolio Holder for Adult and Community Services made a statement on progress on development of extra care housing and redevelopment of residential nursing care homes.

Decision:

The Chairman of the Standards Committee, Mr Jonathan Prince, attended to introduce the report. 

The recommendation was agreed.

9.

Standards Committee - Appointment of Independent Members pdf icon PDF 90 KB

Decision:

Mr George Kidd and Mr Richard Allen were appointed as independent members of the Committee for a four year period commencing in May 2010.

Decision:

i)  Members Allowances Scheme 2010/11

 

The recommendation proposing adoption of the Members’ Allowances Scheme 2010/11 based on the current allowances for 2009/10 was agreed.

 

ii)  Financial Regulations for Schools and Colleges

 

  The recommendation to adopt the revised Regulations was agreed.

The Annual Policy Development and Scrutiny Report 2009/10 was received.

13.

To consider Motions of which notice has been given.

Decision:

Four Motions had been received:

 

1)  Personal Care at Home Bill

 

  The Motion was CARRIED.

 

2)  Cut in the number of Police Officers across London

 

  The Motion was LOST.

 

3)  Abuse of the Planning System

 

  An amendment to the Motion was agreed, as follows –

 

  “The Council urges that the firmest action possible is taken against those individuals who persistently abuse the planning system. The abuse includes retrospective applications, multiple planning applications for the same site as well as breaches of Planning Control. The Council calls upon Central Government to allow Local Planning Authorities to be able to take tough action against those abusers of the planning system in any form.”

 

4)  Recession

 

  The Motion was CARRIED.

14.

The Mayor's announcements and communications.

Decision:

The Mayor thanked everyone for supporting the recent successful Quiz Night and reminded members of the following events:

 

Dinner Dance at Bromley Court Hotel on Saturday 24th April 2010;

Dinner at Trencherman’s Restaurant, Petts Wood on Wednesday 12th May 2010.

 

Notification that the Mayor Elect will be hosting a reception on Thursday 27th May 2010 for retiring Councillors – either those standing down or those who are not re-elected.  Invitations will be sent out prior to the Annual Meeting on 19th May 2010.
