Members having considered the report, objections and representations, RESOLVED that PERMISSION BE GRANTED as recommended, subject to the following conditions and informatives:-

1  Approval of the details of the design and external appearance of the building and the landscaping of the site (hereinafter called “the reserved matters”) shall be obtained in writing from the local planning authority before any development begins.

Reason: No such details have been submitted and to comply with the requirements of Section 92 of the Town and Country Planning Act 1990.

2  Plans and particulars of the reserved matters referred to in Condition 1 above, shall be submitted to and approved in writing by the local planning authority and shall be carried out as approved.

Reason: In order to comply with Policy BE1 of the Unitary Development Plan and to secure a visually satisfactory setting for the development.

3  Application for approval of the reserved matters shall be made to the local planning authority before the expiration of three years from the date of this permission.

Members having considered the report, objections and representations, RESOLVED that PERMISSION BE GRANTED as recommended subject to the conditions and informatives set out in the report of the Chief Planner with condition 2 amended to read:-

"2  Details of a scheme of landscaping, which shall include the materials of paved areas and other hard surfaces and boundary treatment to the rear of Nos. 84, 86 and 88 Ravenscroft Road, shall be submitted to and approved in writing by the Local Planning Authority before the commencement of the development hereby permitted.  The approved scheme shall be implemented in the first planting season following the first occupation of the buildings or the substantial completion of the development, whichever is the sooner.  Any trees or plants which within a period of 5 years from the substantial completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species to those originally planted.

Reason: In order to comply with Policy BE1 of the Unitary Development Plan and to secure a visually satisfactory setting for the development.

The following condition was also added:-

18  The development permitted by the planning permission shall only be carried out in accordance with the approved Flood Risk Assessment by Environmental Assessment Services Ltd, January 2011.
