Planning permission had been granted on 28th March 2012 for the development of the Westmoreland Road multi-storey car park at Simpsons Road, Bromley. In order for the development to take place, it was necessary for areas of highway to be stopped up. The costs would be borne by the developers, Cathedral (Bromley) Limited. 

 

A Member asked about the effect of the proposed stopping up on pedestrians walking along Westmoreland Road and needing to cross Simpsons Road, which did not appear to be covered by the report. The Chief Planner offered to take up this omission with colleagues for future reports. He confirmed that the new development would include the shaded areas on the plan, but pedestrians would not be forced into the road – the island shown in Simpsons Road would be moved if necessary and a footpath would be provided around the edge of the site. It was also confirmed that access to the rear of the shops that spanned the railway in the High Street would be maintained.

 

RESOLVED that the Director of Resources be authorised to take the necessary steps to make an order under Section 247 of the Town and Country Planning Act 1990 for the extinguishment of highway rights over the areas shown on drawing number 11114-01.
