Description of application – Erection of a detached single storey three bedroom dwelling on land rear of 76-80 Crescent Drive with vehicular access onto Shepperton Road.

 

Comments from Ward Member, Councillor Simon Fawthrop in objection to the application were reported and had been circulated to Members.  It was reported that a late submission from the agent had been received and circulated to Members.

 

Ward Member, Councillor Auld, referred to the planning and appeal history of the site.  He also referred to his local knowledge and was concerned that Highways Division had not objected to the application as the area around the proposed vehicular access onto Shepperton Road was a bus route with heavy car parking and it was impossible to see traffic as there was no visibility.

 

 

The Chief Planner’s representative advised Members that neither Highways Division, officers nor the appeal inspector had raised highway/traffic concerns in the four previously refused applications and was mindful to prevent costs being incurred if a highways/traffic reason for refusal was introduced.

 

Members having considered the report and objections, RESOLVED that PERMISSION BE REFUSED as recommended, for the reason set out in the report of the Chief Planner with a further reason to read:-

REASON 2:  Based on local knowledge of the site it is considered that the proposed means of vehicular access would not be in the interests of good highway planning and would have poor visibility onto Shepperton Road, prejudicial to the free flow of traffic and conditions of general safety in the highway, contrary to Policies T9, T11 and T18 of the Unitary Development Plan, Policies 32, 33 and 34 of the emerging Local Plan, and Local Knowledge.

 

(Councillor Joel abstained from voting.)
