Description of application – Retention of modular buildings in revised location.

 

Oral representations in support of the application were received at the meeting.  Members referred to the planning and appeal history of the site.  The Chairman, Councillors Michael, Auld and Joel were all of the opinion that even with screening the modular building would be dominant and detrimental to the amenities of local residents.  At Plans Sub-Committee 3 on 31 August 2017 Councillor Joel had suggested the addition of cladding and to turn the modular ninety degrees to improve visual amenity.

 

Councillor Onslow reported that he and his fellow two Ward Members and the National Health Service supported the application and only the occupier of the property next to the site objected to the application, whose property had been purchased after the modular building had been erected. He said this facility was important to the local residents being near a local shopping parade with adequate parking.  To turn the modular building ninety degrees would cost approximately £40,000 and in his opinion the proposed screening was adequate.

 

Members having considered the report, objections and representations, RESOLVED that PERMISSION BE REFUSED as recommended, for the reasons set out in the report of the Chief Planner.
