Description of application – Change of use of ground floor from Class B1 (a) office/industrial to Class C3 dwellinghouses to form 2 x 2 bedroom flats (56 day application for prior approval in respect of transport and highways, contamination, flooding and noise impacts under Class O Part 3 of the GPDO).

 

Oral representations in objection to and in support of the application were received.  Oral representations from Ward Member, Councillor Russell Mellor in objection to the application were received at the meeting.  Eight late objections had been received from local residents.

 

Members having considered the report, objections and representations, RESOLVED that PRIOR APPROVAL REQUIRED be GRANTED as recommended, subject to the conditions and informatives set out in the report of the Assistant Director, Planning with a further condition to read:-

 

“4.  Prior to first occupation of any of the units hereby permitted details of the car parking spaces to be provided with active electric vehicle charging points shall be submitted to and approved in writing by the Local Planning Authority. The charging points shall be provided in accordance with the approved details and permanently retained thereafter.

REASON: To minimise the effect of the development on local air quality in the vicinity of an Air Quality Management Area and to accord with National Planning Policy Framework paragraph 124 and Policies 6.13 and 7.14 of the London Plan 2015.”
