Minutes:

Description of application – Variation of Condition 5 of ref. 15/01616/VAR (Variation of condition 13 of ref. 14/03324) granted permission for Demolition of existing buildings and redevelopment to provide a four storey building comprising 1,623sqm Class A1 (retail) use at ground floor and 54 residential units at first, second and third floor (8x1 bedroom, 43x2 bedroom and 3x3 bedroom) with associated car parking, landscaping and infrastructure) to amend hours of delivery from between 8am - 6pm to between 7am - 6pm Monday to Saturday and 10am - 5pm Sundays and bank holidays) to amend privacy screen details for 10 rear balconies. (RETROSPECTIVE).

 

Oral representations in objection to and in support of the application were received at the meeting. Supplementary information and photographs had been received from the objector and circulated to Members.  The Assistant Director, Planning’s representative circulated an update with suggested amendments to Conditions 1 and 4 and to add the following to page 41 of the Assistant Director Planning report under the heading, ‘Planning History’.

 DC/06/01078/FULL: Third floor extension to provide additional floor comprising 4 one bedroom 8 two bedroom flats/plant room/extension to lift shaft and 5 additional car parking spaces (at Summit House and Bed City and Sommerfield Stores Ltd on Glebe Way). Allowed on appeal 5.3.2007

DC/14/03324/AMD: AMENDMENT: Alteration to Lidl customer entrance, relocation of bin store to under podium deck, addition of four car parking space to podium deck and relocation of bicycle stores. Permission 5.10.2016.”

 

 

Members having considered the report, objections,and representations, RESOLVED that PERMISSION BE GRANTED, SUBJECT TO THE PRIOR COMPLETION OF A LEGAL AGREEMENTTO CARRY FORWARD THE OBLIGATIONS SECURED UNDER PREVIOUS APPLICATION REFERENCES 14/03324/FULL AND 15/01616/VA, as recommended, and subject to the conditions set out in the report of the Assistant Director, Planning with amendment to Conditions 1and 4 to read:-

REASON: In order to comply with Policy 37 of the Local Plan and in the interest of the visual and residential amenities of the area.

 

4.  The privacy screens hereby approved pursuant to Condition 5 of planning permission ref. 14/03324/FULL1 shall be installed within 4 months of the date of this decision notice and shall be permanently retained as such thereafter.

REASON: In order to comply with Policy 37 of the Local Plan and in the interest of the appearance of the building and the visual amenities of the area.
